I would've been failure to progress BUT my midwife realized that I had cervical scar tissue from a biopsy that was taken before I got pregnant. I had stopped dilating at 4cm and she "released" the tissue, allowing my cervix to continue dilating.
I have friends who have had c-sections over this in hospitals.
